The U.S. Department of Health and Human Services today issued a Final Rule about a variety of issues related to implementation of new state health insurance marketplaces, known as Exchanges. The document outlines minimum federal standards for State Exchanges, for health insurance issuers who wish to offer qualified health plans, and the basic standards that employers need to meet to purchase plans in the Small Business Health Options Program (SHOP), the component of Exchanges that offer plans to small businesses and non-profits.
