    COHBE Board Approves Motion Regarding Service and Technology Contract

    During a conference call this morning, the COHBE Board unanimously approved a motion made by Board member Nathan Wilkes to move forward with finalizing a contract with CGI's business team to provide the business operations and technology platform for the state's new health insurance marketplace.

    Staff Recommendations for Advisory Group Members

    After reviewing all of the Advisory Group nominations and getting input from the Board, the COHBE staff recommends these members for each Advisory Group.

    Advisory Group Nomination Period Extension

    The Exchange has received a steady flow of nominations for Board Advisory Groups.  In an effort to accommodate rural communities, we are extending the deadline for nominations to 5:00 pm on Monday, May 7.  More information can be found here.

    The Colorado Health Benefit Exchange will be operating from a new office, effective May 1 2012. The new office is 3773 Cherry Creek North Drive, Suite 1025, Denver CO 80209. Our phone numbers have also changed and can be found here.

    Nominations for new Advisory Groups Being Accepted

    The Colorado Health Benefit Exchange Board is establishing new advisory groups to inform the planning activities for the new health insurance marketplace. The new advisory groups will focus on health plans, the small employer marketplace and the individual experience. Nominations are due May 4. The process and nomination form can be found here.

    Exchange Seeking Business Analyst Applicants

    The Colorado Health Benefit Exchange is seeking qualified candidates for one or more Business Analysts to support our work related to offering Qualified Health Plans to individuals and small employers when the new health insurance marketplace opens for business in October 2013. Applications are due by May 4.

    New Small Business Tax Credit Calculator

    To help small employers find out if they are eligible for a tax credit to ease the cost of offering health insurance to employees, we have added a new feature to our website. The Small Business Tax Credit Calculator provides a simple way for employers to see if they are eligible for a tax credit today and how that credit would change in 2014.

    HHS Issues Final Rule about Exchange Implementation

    The U.S. Department of Health and Human Services today issued a Final Rule about a variety of issues related to implementation of new state health insurance marketplaces, known as Exchanges. The document outlines minimum federal standards for State Exchanges, for health insurance issuers who wish to offer qualified health plans, and the basic standards that employers need to meet to purchase plans in the Small Business Health Options Program (SHOP), the component of Exchanges that offer plans to small businesses and non-profits. The report, which includes interim rules, emphasizes state flexibility and can be found here.

    The answer to question 151 submitted by vendors regarding the Service and Technology Request for Proposal has been revised due to new information received by the Colorado Health Benefit Exchange. The answer to this question can be found on the RFP page. Proposals are due February 27.

    The Colorado Health Benefit Exchange today issued a Request for Proposal (RFP) for an array of services that will provide the technological and operational anchor for the state's new web-based health insurance marketplace.

    Economic modeling report posted

    A revised economic modeling report commissioned by the Colorado Health Benefit Exchange has been posted on the Exchange website. The report was written by Dr. Jonathan Gruber of the Massachusetts Institute of Technology and offers a range of estimates of the effects of the Exchange in Colorado.

    Legislative Review Committee Approves COHBE Grant Application

    The Legislative Implementation Review Committee voted 9-1 today to approve the submission of the Colorado Health Benefit Exchange's Level One Establishment Grant application.

    COHBE Board Names Executive Director

    The Board of Directors of the Colorado Health Benefit Exchange voted unanimously today to name Patty Fontneau as Executive Director and Chief Executive Officer. Fontneau will lead the development and implementation of the new state health insurance marketplace. She began serving in the position today.

    The Colorado Health Benefit Exchange Board of Directors elected officers during its meeting today. The Board elected Gretchen Hammer as Chair, Richard Betts as Vice Chair and Arnold Salazar as Secretary.
